The Dutch regulator, KSA, has published its second review of the player protection measures introduced in the latter half of 2024, aimed at improving the gambling environment and reducing harm.

Key positive findings:

Average player losses decreased from €116 to €80 per month.

The percentage of players depositing above set limits dropped significantly from 9.7% to 2.2%.

The number of players losing over €1,000 per month fell from 4% to 1%.

Overall channelization—the percentage of gambling spend staying within licensed operators—remains high at 93%.

The regulator notes an 8% decline in gross gaming revenue for operators compared to last year, reflecting reduced risky gambling behaviors.

Measures in focus:

New deposit limits requiring financial assessments for players seeking to increase deposits beyond €150 weekly (€350 monthly for young adults).

Operators must verify players’ affordability before allowing higher deposit limits.

Age-specific deposit caps: €300 for 18-24-year-olds and €700 for those 24+.

Ongoing challenges:

KSA has yet to analyze how much gambling spend is moving offshore due to technical challenges.

Earlier estimates suggested that 50% of the total gambling spend may be happening on offshore sites, which remains a serious concern.

The regulator remains cautiously optimistic about the progress but emphasizes the need to monitor offshore gambling to fully understand the market’s health.
